Lawrence Cager, Jr. is the Manager of Multi-Family Housing at the Montgomery County Department of Housing and Community Affairs. In this capacity, he is involved with administering the County’s Housing Initiative Fund (HIF), monitoring HIF-funded communities, providing loans to developers of affordable multi-family housing developments, and managing the County’s housing loan portfolio.
He has been part of the affordable housing and development communities for most of his life. As the former Director of Enterprise in Baltimore, MD, and Deputy Director for Finance at the D.C. Department of Housing and Community Development, Mr. Cager was responsible for the development of numerous successful communities throughout the D.C./Maryland region. His background and experience contributed to his great success
as a private developer.
He devotes his free time to community service that is not limited to Montgomery County. He has served the state in numerous capacities, including being appointed by former Maryland Governor Parris Glendening to serve on his Task Force to formulate a strategic plan to create more business venture opportunities for African Americans in Baltimore. Most recently, he was appointed by Governor Larry Hogan to be a member of the Baltimore City Board of Elections where he currently serves as Vice President.
